They focus on what has changed for Arab citizens in recent years that is affecting their participation and reserve in these current escalations. The writers make a case for continuing economic integration of Arab citizens and deepening government dialogue with Israel’s Arab political leadership.

ABSTRACT: The spread of violence to the Arab sector in Israel following deterioration of the security situation in the territories and East Jerusalem is not a new phenomenon. Past episodes of this sort occurred during the first intifada and early in the second intifada, with the riots of October 2000. Many Arabs feel that the underlying reason for the challenging relations between Jews and Arabs in Israel is the state’s deliberate and systematic action to exclude them from cultural and political spheres. Indeed, a common opinion among Arabs holds that Israeli governments have worked to implement the principle of exclusion in tandem with the policy of economic integration; this policy presumes that economic integration will contribute to stability. In the short term, the main challenge for Israel is to maintain order on the Arab scene, and isolate the events touching the Arab citizens from those taking place in East Jerusalem and the West Bank. Once calm is restored, the government should cultivate dialogue with the Arab minority’s national leadership, while accelerating implementation of programs in employment, education, and infrastructure. It is also important to help reduce the nationalistic anti-Arab discourse in the political system in Israel and in the Israeli public at large.
