Knesset Legislation Tracking by IATF is a compilation of Knesset bills that are affecting trends in state-minority relations for Arab citizens of Israel since the formation of the government in November 2022.
By July 2023, over 3,900 bills have been submitted to the Knesset1, a ‘legislative tsunami,’ as described by the Association for Civil Rights in Israel. While the proposals are in different stages and likelihoods of becoming law, along with cabinet resolutions and ministerial decisions, they paint a picture of a government that is taking concrete steps on a wide range of issues pertaining to Arab citizens, raising concerns about their potential negative impact on the Arab society in Israel.

Description: It is proposed to stipulate that a person who commits sexual harassment or mistreatment as detailed in section 5 of the Prevention of Sexual Harassment Law, for a racist motive, will be subject to a penalty that is double the penalty prescribed for the offense. It is also proposed to stipulate that the court will be able to award double compensation relative to the amount prescribed in section 6b, i.e., up to NIS 240,000, without proof of harm.
The explanatory notes to the bill state: “In recent years, the phenomenon of nationalist terrorism has heightened. Every day, there are reports about women who were sexually harassed due to their religious identity. The problem has increased to the point that in various regions of the country—in northern Israel, southern Israel and even in Tel Aviv—women are afraid to go out for sports activities or to go out alone in the evening.“
