In May 2018, the Israeli government approved a comprehensive aid package for East Jerusalem, aimed at reducing socio-economic gaps between its Arab residents and Jewish society, and integrating Arab residents into Israeli society and the economy. The NIS 2 billion plan plan is unprecedented in size and in the scope of areas it targets. This report contends that implementation will require the government to overcome barriers, include all the neighborhoods in the city’s eastern area in the plan, convince the local residents of the plan’s positive elements, and be prepared for international reactions.
