IATF Educational Briefing: Bedouin settlement and economic development in the Negev: Status of legislation, planning and current activities | May 2014
The Bill on the Arrangement of Bedouin Settlement in the Negev (“Prawer-Begin Bill”), which aims to settle land disputes between the Israeli government and Bedouin living in the Negev, was put on hold in December following controversy around its development and implementation.
As the bill neared its second and third reading in the Knesset, demonstrations in opposition and a public statement by former Minister Benny Begin that the bill itself had not been presented to Bedouin, led the government to pause the process and appoint Minister of Agriculture Yair Shamir to oversee the issue and legislation. Since, the Headquarters responsible for implementation and economic development of Negev Bedouin has continued related planning and massive economic development projects in the region.
